Vasylyna Dybaylo (Ukraine)

Vasylyna Dybaylo is Director of Partnership for Every Child Ukraine and an experienced senior consultant with over 15 years’ experience working to strengthen civil society actors and influencing social policy development in Ukraine and CEE/CIS countries. She holds a Master’s Degree in Public Administration (Law Department of the National University of Kyiv-Mohyla Academy (Kyiv, Ukraine), graduated from the MS Programme on Social Development Practice at London Metropolitan University (London, UK) and holds a BS Degree in Political Science.

Vasylyna is highly experienced in strategic planning, social policy monitoring and evaluation, development and implementation of large scale projects focusing on child care reform, and monitoring of child rights implementation. She has been a member of key working groups established by the Government of Ukraine to develop strategic documents and policy papers, including Deinstitutionalization Strategy (2016-2017), the Strategy for Social Services Development (2012), Strategy for Child Rights (2012) and others. Vasylyna has in-depth knowledge of existing international instruments and indices relevant to child care and social protection in Ukraine, in-depth knowledge of the domestic NGO sector, and experience in facilitation of research and technical assistance teams. She also has experience of leading child care transformation projects in Ukraine, Kyrgyzstan, Tajikistan, Turkmenistan funded by EU, World Bank, UNICEF and other international organisations and private foundations.

I have been a member of IFCO since 2007 and have participated in a number of IFCO conferences. I do believe that IFCO is a unique organisation which serve as a platform for exchange of experience between professionals and people providing services. Since 2012 Partnership for Every Child is providing Secretariat services for IFCO and I have good internal knowledge about the systems and operations currently functioning. I can bring my knowledge in fundraising and international consulting and be more involved in this direction of work.
